Who is eligible for Home Health?
To be eligible for home health care you must meet the following conditions.
If you
have Medicare coverage:
- Your doctor must decide that you need medical care at home.
- You must need at least one of the following: skilled nursing care, physical
therapy, speech-language therapy or occupational therapy.
- The home health agency caring for you must be Medicare certified.
- You must be homebound, or normally unable to leave home unassisted.
- If you do not have Medicare coverage:

- Qualifications for community care services: (Texas
only)
- 1. To be eligible for community care for aged and disabled services the applicant/client must:
- A. Be eligible by receiving supplemental security income, aid to families with
dependent children, food stamps, Medicaid, specified low-income
Medicare beneficiary (SLMB), or qualified Medicare beneficiary (QMB)
benefits; or
- be income eligible. The applicant/client's and
spouse's countable income must be equal to or less than the income limit set by
the Department of Aging and Disability Services. For an individual, this amount
is the same as the special income limit set for institutional care (medical
assistance only) by the Texas Legislature. For a couple, the income limit is
twice the special income limit.
- B. Must meet need for services as determined by the Texas Department of Aging and
Disability Services (DADS).
